If he wanted to save money, the Unions were willing to cut back their costs.

Walker insisted on breaking them completely and refused to strike a deal.

Why would he do that unless his end game was busting unions?

Because he suspected a bait and switch, perhaps. It has often happened that Democrats have gotten higher taxes or fees that go into effect right away, or gotten a tax planned tax cut scrapped, in exchange for a more gradual cut in spending. But when the time comes to actually make the cuts, the Dems balk and call the GOP “heartless” if Republicans try to insist on the agreed-upon cuts.
