In most chats, the admin can ‘ghost’; that is, the admin can enter and monitor the chat without his/her nick appearing on the roll. Logs can also be automatically made and subsequently read by chat admins.

My guess is that after folks reported nasty stuff to Charles, he checked it out for himself, using one or both of these methods, and saw more than he could stomach there.
