So, who has the power to do it? To disband them, to make them wear name tags, to force them to turn on their cameras, to reign them in. The voters? How far away is the next election?

Seems to me that they know that no one can do shit about it, or whoever can lacks the intestinal fortitude to move on them.

hmmm, a police dept was disbanded in one township in Illinois a while back. I think the County government did it and the Sheriff took over.
