The Lawlessness of the Ferguson Police Department - Some Officers Still Not Wearing Name Tags

Still not complying with either Department regulations or DOJ demands

Two DOJ letters weren’t enough.

FPD regulations aren’t enough.

The FPD keeps flouting their own rules and regulations, let alone the DOJ letters requiring that all officers comply with Department rules and common sense, and have IDs showing at all time on duty. The fact that they’re not displaying their names shows that they do not want their identities easily known and that they may think that they can act with impunity against a community still angry that the officer who shot and killed an unarmed man, Michael Brown has not been indicted, let alone arrested and charged in that killing.

The Department has repeatedly shown a disregard for the law, including what information was released in relation to the shooting, how the investigation was being handled, and even the identity of the officer involved, his injuries, and other factual evidence that was gathered at the scene.

This is not only reckless disregard for the law, but shows just how lawless this organization is. Ferguson deserves better, and that includes everyone from the mayor to the city council (which includes a former who-should-be-disgraced FPD officer who was involved in another excessive force incident), to the police chief and the officers of the Department itself.

Note too that the Department of Justice issued one of the letters in response to officers wearing bracelets stating “I am Darren Wilson,” which is precisely the wrong message you want to send to the community grieving over the death of Brown, and where eyewitness accounts essentially concur that Wilson not only used excessive force, but engaged in an extrajudicial killing of Brown. They are, in effect, saying that they would do the same thing — and implying that Wilson did nothing wrong.

If you scratch deeper, you’d probably find the same problems with other Greater St. Louis area police departments, including the county police.

A house cleaning will not be sufficient. The rot and stink is too far entrenched for a hodgepodge firing of a couple of officials.

And that also means that Ferguson residents (and those elsewhere in the STL area) have to vote - and vote in every election to see all these folks gone. Antonio French has a big job ahead of him, but he can’t do the lifting alone. It takes time, a GOTV effort, and sustained efforts beyond just this election cycle.

If I see a police officer not wearing a name badge, my first assumption will (quite correctly) be that the person is not a real law enforcement officer.
Anyone, anyone, can buy a uniform and a badge and all the variety of cop equipment. It doesn’t mean you are a real cop, any more than having a flashing light on your vehicle means I’m going to stop in the middle of the night in the middle of nowhere. Learned the lesson many years ago from Cincinnati PD advice (during a time when a fake cop was pulling people over on I-75 and elsewhere) that one should turn on their own taillight flashers and drive directly to the nearest PD station or, absent that, to a well-lit populated area where there are witnesses.

“Justice, and only justice, you shall pursue…” The Mrs. and I both try to live by that mantra, which is totally applicable here.

Exposing the injustices of the FPD and other law enforcement agencies is central to the mission of justice. We need an effective law enforcement system that is color-blind and holds people equally accountable. That means that if law enforcement does something wrong, that those involved are held accountable.

It also means holding the political class responsible for allowing the situation to become what it has become in places like Ferguson - where the police don’t see the residents as the people they’re supposed to be protecting, but as prey for which they can bully (or worse) and get away with it.

It’s why I keep writing about this here - and thanks Charles for the multiple promotions on these postings. The people in Ferguson must hold the department and the city political leaders accountable. And they need help to make that happen. That means getting public attention on what’s really going on there - and keeping people involved.

Needs to be more than that. From the sounds of it, the rot goes all the way to city hall, if not the governor’s mansion. Disbanding the police force will simply allow the cops to migrate to other forces, or join the replacement force that is created to replace the old one. And you can bet that any move by the Feds to handle this force will be hotly contested by everybody from the FOP to the US Congress.

hmmm, a police dept was disbanded in one township in Illinois a while back. I think the County government did it and the Sheriff took over.

Not sure how it worked, exacty.

The DOJ can alternatively sue or enter into consent orders to disband the police force or get corrective actions in cleaning up the department. They can and do engage in oversight and would be an added layer of oversight that is clearly lacking with the city council and mayor.

Note too that one of the city council members is a former FPD officer who was herself implicated in an excessive force incident and is being sued for her role.

The Ferguson police department is also charging outlandish fees for processing requests for files and other information citizens and journalists are requesting. “In one case, it billed The Associated Press $135 an hour — for nearly a day’s work — merely to retrieve a handful of email accounts since the shooting. That fee compares with an entry-level, hourly salary of $13.90 in the city clerk’s office, and it didn’t include costs to review the emails or release them. The AP has not paid for the search.”

This is a tactic used to reduce the amount of material released by discouraging the petitioners. Palin’s administration in Alaska did the same thing when trying to stifle inquiries into corruption. It is an inherently corrupt practice.

Wilson was previously an officer for the Jennings police force. That town’s police department was disbanded after suffering from many of the same issues that are revealed by the media and exposed to light in the aftermath of the Brown shooting. Excessive force. Police brutality. Racial profiling. Excessive tensions between a predominantly white police force and a majority black community.

That’s where Wilson learned to police. It’s notable that he wasn’t among those officers that were rehired by Jennings in the reorganization. Instead, he landed in Ferguson.

I hate saying that, but based on my own limited exposure to law enforcement, it just makes me want to give any officer as wide a berth as possible. I’m sure most of them are good cops, but I’ve had enough negative experiences to always have a bit of trepidation.

Louisiana is one of only six states that look to local parishes and counties to pay for the exams, according to a report by AEquitas, an organization that provides training, information and technical help to prosecutors in sexual assault cases. Thirty-two other states pay through their state victim compensation funds.

The Louisiana administrative rule that mandates parishes governments pay also says that a forensic exam for a sexual assault victim is “considered an expense associated with the collection and securing of crime scene evidence.”

The federal Violence Against Women Act dictates that a victim’s access to free forensic exams should not be conditioned upon reporting to law enforcement. The law says forensic exams should include an examination of physical trauma, a determination of penetration or force, a patient interview and collection of evidence.

By that definition, costs for procedures that are a regular part of the SANE screening — pregnancy tests and HIV tests, among them — could be considered extra. And, in many cases throughout Louisiana and the United States, they are.

Under state law, hospitals in Louisiana are instructed to treat sexual assault victims who don’t want to report to police as “regular emergency room patients.”

The Ferguson police are out of control, we all know that. Putting pressure on them is not the solution because they don’t care. So, I want to know who I need to annoy until I see this police department taken apart. Looks like it’s DOJ, who will be loathe to step into a “local matter.”

I like to have an end goal in mind and figuring out exactly what needs to be done to get there. The protestors in Ferguson are on the ground but the rest of us can be supporting them by fighting whomever we need to.

My Aussie co-worker is happy about this. He’s from Brisbane, and up until now he’s had to overshoot entirely and fly from Austin to Melbourne or Adelaide before taking a flight to Brisbane. Here….automatic watches are very expensive. You can buy a Seiko5 in the US for less than $70 brand new, but here, they’re twice the price at a minimum.

So I reckon I got a good deal. I know wristwatches are perhaps going out of style back in the US, but not here in the Czech Republic. Everyone wears them, even the smartphone owners. :D

It may seem disgusting to have actual limits on the number of bug parts per hot dog, or cherry pits per can of pie filling, or rat droppings per loaf of bread, but that’s reality. We live in a world with bugs and other vermin who like our food at least as much as we do, and try as we might we cannot completely prevent them from getting to it.

EDIT: Imagine if we DIDN’T have regulations on the limits of those things!

I prefer automatic watches, as I never to worry about a battery going dead. They need to be cleaned and serviced periodically, of course, but I’ve had automatic watches in the past that I’d picked up in pretty bad shape, and they ran fine. They were Seiko5 automatics, and those are workhorses.

But here, yeesh……really expensive. A used one here in decent condition will sell for about $150 - I saw a really broken-down one at a second-hand shop downtown, and they wanted $50 for it, on the grounds that “It’s a Seiko automatic!”.

Yeah……a Seiko automatic that doesn’t work. Not even remotely worth $50; maybe $10 at the most. The one I want to get is a Seiko bullnose, like this:

but those are really pricey. Even a beat-up one sells for mucho dinero.

I pick up my watches exclusively on Ebay, but then I’m a collector who has made a careful study of one brand (Elgin) from one era (1935-1964), and learned how to do my own servicing. If you don’t know your brand, and you can’t do your own services, it’s like dancing through a minefield.

Seikos - especially the Seiko 5s - are designed to run a long time giving good accuracy without being serviced, with the caveat that they’ll wear out like any other unserviced mechanical watch. But they’ll run more accurately till then. Some of the Elgins I’ve picked up were nonrunners just because of dirt, and ran beautifully once serviced.

The guy is being evaluated for mental health issues, and has been charged with making terrorist threats and making false public alarm.

No devices/weapons were found. Thankfully.

Iowa Republicans tried to bring a bill to a vote in the state legislature that would have banned divorces except in cases of adultery, physical/sexual abuse, imprisonment, or if a spouse was missing for a year or living apart for two.

They always come up with the most interesting settings. I heard Ubisoft say they would never do a WWII game but I’d play it. I think the American Civil War would make a good setting too. I’m way behind on AC though. I was pretty far on ACII but I got the yellow button of death and lost my data. I’m about to finish GTA V. Probably will start The Last of Us soon.

In both this one (Assassin’s Creed: Liberation) and the expansion for Assassin’s Creed Black Flag (Freedom Cry) they definitely hit upon slavery and the slave trade in the south (mainly in the Carribean and in Louisiana).

In freedom cry one of the side activities is raiding slave convoys and freeing the slaves on the ships (never damage the ship carrying slaves or you may kill some) and it takes place around Haiti and the city of Port Au Prince.

In Liberation they touch on slavery and there are some missions to free slaves but it’s not nearly as in your face as it was in Freedom Cry. I have a feeling Ubi will eventually be looking at a civil war era one but they may be doing so carefully given the potential for backlash.

I’m more than willing admit that there is a problem with Middle East culture. But I also have to put that in context, how new are the ideals of the modern industrialized, democratic West? Pretty new. Just fifty to a hundred years ago we were justifying all kinds of horrible, misogynistic, bigoted shit. Many of us still are. I see the same issues, to varying degrees in India, Africa, and pretty much everywhere else that hasn’t developed as rapidly as the West has.

So who exactly is the outlier here? I do think there is a problem that the “Islamic World” has yet to effectively confront, and it’s a huge one. But I also think that it’s symptomatic of a larger phenomenon, and not intrinsically rooted in Islam itself. I also think that the West, as it were, holds a lot of blame for the regional exploitation that has provided a ton of fuel to this fire. The fact that this exploitation and intervention has fallen largely on muslim countries has gone a long way towards pushing this population towards radicalism.

Another thing. I am tired of seeing American Muslims have their loyalty to this country questioned. As a descendant of immigrants from Catholic nations, I know that my ancestors had their loyalty to their new nation doubted and they were told their loyalty was more to the Pope. So yes, this great great grandson of Ireland, Germany, and the former Yugoslavia and Czechoslovakia welcomes sons and daughters of Pakistan, Afghanistan, Turkey, Iraq, Iran, etc. Our strength is in our diversity and that’s not just for dining purposes.

I think my brother’s going to love this. Like me, he’s a huge historical buff. He loves the series.

I love history too, and some historical fiction, which is one of the reasons I’ve really fallen in love with the series (along with the sci-fi elements, secret organizations/societies, ancient aliens and everything else). I was really impressed with the attention to details they put into these games (for example having the mohawk language/culture used in Assassin’s Creed 3).

Added bonus in Liberation, at one point you take a whip away from and overseer and get to use is against enemies and the overseer.

I’m more than willing admit that there is a problem with Middle East culture. But I also have to put that in context, how new are the ideals of the modern industrialized, democratic West? Pretty new. Just fifty to a hundred years ago we were justifying all kinds of horrible, misogynistic, bigoted shit. Many of us still are. I see the same issues, to varying degrees in India, Africa, and pretty much everywhere else that hasn’t developed as rapidly as the West has.

So who exactly is the outlier here? I do think there is a problem that the “Islamic World” has yet to effectively confront, and it’s a huge one. but I also think that it’s symptomatic of a larger phenomenon, and not intrinsically rooted in Islam itself. I also think that the West, as it were, holds a lot of blame for the regional exploitation that has provided a ton of fuel to this fire. The fact that this exploitation and intervention has fallen largely on muslim countries has gone a long way towards pushing this population towards radicalism.

That’s pretty much what I was talking about, or at least hinting at, the other day. The path that the modern industrialized, democratic West took to get where it’s at today is covered in centuries of brutality, tears & blood. People too often conveniently forget that.

I have a 1904 Elgin 14 jewel that my great gf put in an 14k (IIRC) case that I wear occasionally. It keeps time well.

My late father had a Hamilton Electric 500 - I believe it was a Ventura. Sadly, he lost it sometime in the late 1980s, and never did find it.

I really need to catch up. I really enjoy the series. I’m a big stealth game fan- favorite series of all time is the Metal Gear series. I love the idea of using the whip against the overseer. Sounds very Django Unchainedesque.

It’s super easy to forget. I’m half forgetting it right now, as I sit here and talk about it on a Apple MBP in Starbucks, drinking an iced coffee and notably not thinking about how my country’s resources are being stolen by foreign powers to prop up a totalitarian monarchy. Imagine if that shit was in your face, fucking every day, and outside all you had was a million fucking degree hot desert hellscape. I don’t care how many modern luxuries a person has, it’d be a miracle for them not to be enraged and throwing their poop all the time in that environment.

It comes in handy for doing some Indiana Jones style swinging over wide ledges as well. I highly recommend playing all the way through. Assassin’s creed 3 ends the Desmond Miles chapter but the overall story arc is still ongoing (and will make a comeback in the new one due out in November).

If you like stealthy then you will love the new stuff they’ve added in Assassin’s Creed 3 and up. You can hide in bushes and just around corners (not just haystacks and stalls) and use a whistle ability to lure guards to you.

Black Flag was the hardest not because the game was hard but just because it was a blast sailing around on your ship and raiding other ships.
