You’re describing a pretty jacked up management system. Why would HR be talking to an individual employee at all. This is immediate supervisor business, usually the kind done by a joke at the copy machine.

I forget which job it was, but way back in my idiot days — okay, my *bigger* idiot days — somebody taped a piece of paper to the copy machine which read “DO NOT PUT PEN’S ON GLASS.”

With one deft stroke of my mighty Flair Pen, I added a “tail” to the apostrophe so that it looked like an I, changing the sign to read….
