I would have to agree with the first part. As far as tax and regulatory perhaps with some industries like the petroleum industry. But they’ve had almost a whole decade of nearly stable tax environment. Including having had overseas tax shelters many of which continue to this day. The cash as you know is there. I believe we have a systemic problem and one that requires a major restructuring of how we do things. Not just in the USA but around the world. Right now we’re looking at the detrimental effects of the EU crisis. It is indeed a global market and global crisis.

File that under “Not going to happen”. Even if the GOP was composed entirely of Lindsey Graham and John McCain types and the Democrats were composed of Diane Feinstein and Herb Kohl types, that would not happen. Because even there there is a fundamental disagreement about the size, and on some matters the proper role, of government. A massive governmental-led restructuring would be intolerable to one party or the other, since the two parties will never really agree on these matters. Doing what you are talking about would lead to civil war.
