I don’t think it’s wrong to say that Bob Mueller took a job he didn’t really want and executed it competently but with little enthusiasm. Hence why he never pushed for more than what was necessary to say that he’d fulfilled the mandate imposed upon him.

This is a fair point. He wanted to make sure that he wasn’t responsible for disrupting his vaunted institutions even though they were already rotting from the inside.
