I must be missing something. In-so-far as I know, California doesn’t have oil. What resource do they have that drilling would allow them to get at?

California has a lot of oil. Both onshore and offshore. A large part of the city of Los Angeles sits atop an oilfield. There’s at least one dummy building on Wilshire Boulevard that contains a producing well, or at least used to be.
