Certainly - in Trump’s case, if you wanted to address him as a future president, it’d be “The Honorable Donald Trump, President-Elect of the United States”. I would expect anyone in a European foreign ministry to know this simple fact. I don’t know about other leaders, but I do know that the Pope is addressed as “His Excellency”.
Wikipedia says here that some foreign nations and the UN sometimes address the POTUS as “his excellency” but I don’t see the Pope mentioned. I think the preferred form is “His Holiness, Pope Whatever LXIV”
Or Frank. I think the current pope would be OK with that.
