I can’t help but wonder if it’s being done independently or if orders came from above. If it’s orders from the Chief Directorate, that tells me they either have little confidence in the regime’s survival, or that all hell is about to break loose and they can’t guarantee that state security offices won’t fall into the hands of protesters, so it’s being done as a precaution.
