I think he wanted other countries to passively hand over everything he & his cronies wanted, without fighting. War meant someone was fighting back.

Actually, I don’t even believe that (while recognizing you were being sarcastic). His “Master Race” fantasy was that of CONQUEROR. There HAD to be war, for him.
