He’s trying to keep a lid on things. Trying to ‘start negotiations’ as a means to squelch calls for Egypt to simply abrogate the treaty unilaterally.

I get the feeling that El Baradei and the Islamists are just trying to buy some time. They have to keep a lid on their intentions just a little while longer until they come to power and draft a constitution. The military can’t stop it as much as they’d like to. They’re going to be the first to pay the price in a conflict with Egypt and the problems stemming from supplying Gaza with munitions.
