Shut down the Catholic boys’ school that maintained a frat-like atmosphere. Hell, while you’re at it, shut down the Catholic Church for sex crimes.

The Catholic Church routinely covered up sex abuse and sex crimes by its staffers across decades. Decades.

How did the FBI not uncover that? Oh wait - they weren’t looking and no one was willing to open up about the abuse, but once one person came forward to law enforcement, the others started to find their voice.

It’s no different here.
