Official US Military rules of the salute: “Salutes are not required when either the senior or the subordinate is wearing civilian clothes: a salute in this case is not inappropriate, but is not required.”
He is the commander in chief of the armed forces. He does not have to salute anybody! He can, if he wants to, or he can choose not to salute anybody, they are ALL his subordinates, each and every one of them, from the privates to the 5 star Generals. THEY are required to salute HIM, HE is not required to salute ANYBODY, except for when he is in uniform, and he is NEVER in official uniform, ever, because he is the President of the United States of America.
