The Turks clearly dispute it. I’m open to arguments that the Israelis were within their rights to board (IANAL) but the clash occurred outside Israeli or Gazan waters.

The Turks dispute it because their interest in this whole fiasco has been to delegitimize Israel. That is why they supported the Flotilla, are wringing every ounce of populism they can get out of it, and are marshalling the UN for every statement that they can.
