It wasn’t supposed to actually resolve anything. It was simply a feelgood dog and pony show. Crowley couldn’t gracefully decline the invitation, and Obama and Gates had their own agendas. Biden probably decided to show up because the sun was out and it seemed like a nice day for a picnic with the boss.

I think Obama was hoping it would resolve some things. He wanted this to be a teaching moment, but for whom, he did not specify. Was it Gates? One can rule that out since of everyone involved, Gates seems not to have learned a thing except that screaming racism garners attention. Was it for Obama, himself, probably not. He is too narcissistic to be introspective when it comes to his own behavior. So, that leaves Crowley. The guy whom Gates stated he’d run through sensitivity training.

Also, Obama wanted to turn the heat off the entire situation because it has opened a can of worms for him politically.
