If I understand it, it isn’t the river water that’s the source of the lead, it’s the city pipes. The water’s acid level is higher than the previous source so it’s pulling lead as it’s transported.

Yes, the lead comes from the ancient water mains.
The river water has an entire list of crap all of its own.
