I think they’d go along, though not as cheerfully as the Senate would. Many of the Democrats of the time eventually changed their minds about the Nixon pardon. Ted Kennedy in particular played a major role in giving Ford the Profiles in Courage award for it. Willard isn’t up to Ford’s level obviously, but the incentive to get rid of Cheeto would be great and we would still have masses of complicit GOPers to prosecute, far more than in Watergate. Unlike Nixon, Cheeto has no loyalty to flunkies and would not insist on pardons for them as well, especially since it would screw the deal from the get-go.

There’s always the lovely possibility that Romney would tell Trump that he’ll pardon Trump and his family and then… just not do it. Given how often Romney has changed his mind on important issues, it’s not out of the realm of possibilities.
