What the article doesn’t really tell me is hot “deep” into these agencies systems did this DOS really amount to?

When I worked for the DOE at NREL, or “public” web site was in no way associated with our “daily business” servers.

I suspect that this didn’t actually dig into the servers that actually contain sensitive data.

Many government agencies use public hosting companies to host their public pages.

I mean, it’s not good that anyone is fussing with anyones servers, but I question the threat here.
