Actually, warships are arguably _better_ designed for humanitarian relief than most other ships. In particular, aircraft carriers are perfect for air-based operations; they have a large population capacity; they have adequate equipment for mostly self-contained operation; in short, they are a floating city. You could design and build a ship to perform the same functions, but it’d cost almost as much and turn out almost exactly the same.

Then I’m trying to understand the logic here. So we need to build more multi-billion dollar aircraft carriers because they’re optimally designed for providing humanitarian relief? That’s really just a secondary if not tertiary mission. That platform coast does not include the cost of several airwings utilizing a variety of aircraft including maintenance and layers upon layers of managment (i.e. command) structures. I can confidently say that a non-military humanitarian operation using large vessels would be far cheaper than utilizing warships.
