He might be just be trying to make sure no wingnuts in his county try something similar. Terrorism is sometimes contagious and it will reflect quite badly on Joe Arpaio if a black church in Phoenix is hit by an arson attack.

Since he’s the biggest wingnut in his county, I see a bit of a problem.
