After the breakup of the Soviet Union, can anyone gauruntee that ALL their nukes are and have been accounted for? Can anyone gauruntee that ALL their scientists and engineers remained loyal to their “new” countries?

This sort of speculation veges on paranoia. Again: it’s not something I’m going to lose any sleep over. But please let me know if you run across any actual evidence of such loss of control. Meanwhile, obsessing over the extremely unlikely doesn’t strike me as productive. It will always be possible to concoct some ever more bizarrely unlikely scenario that explains away any rational analysis.
