It’s definitely emotional. It’s also perfectly logical.

If you don’t think so, you should demonstrate the flaw in the logic, rather than simply asserting that it’s illogical.

Alright just to demonstrate a purely speculative scenario:

Cantor is planning a press conference to decry what he views as the political use of the latest rash of incidents. He gets a call from the head of his Richmond, VA campaign office that a bullet had gone through their window. The head of the office points out that they had already contacted police, everyone is fine, and that things are being taken care of. Cantor goes to speak, and uses it as an example in a broader context of not using threats against congressional members for political gain.

Again, purely speculative, but also doesn’t paint him as hopelessly incompetent and without regard for the lives of his staffers.

You can tweak it and play with the story much as you want, it is pure speculation. But so are all the insinuations against him by people like Ludwig.
