Another take on the two boats with bombs. Just read a Greg Ile’s book with a similar scenario. Two women who had provided info to the feds about a company’s dirty dealing. They are both kidnapped and tortured, then each given a gun with one bullet and told that whichever one shoots the other gets to go home to her family and life. One will not shoot, the other does, and then, of course, the bad guys kill her as well.

Which is simply putting forth that the bad guys are psychopaths. They are going to kill the two women — but decide to “play” with them first and try to break them before killing them. Perhaps to prove to themselves that the women were as “bad” as they were and thus deserved their fate.
