The trim tab might be fully engaged as shown to counteract the massive torque of the motor. If you could find out which direction the motor rotates, you could figure out if trim tab is set correctly.
His motor probably quit/seized and he spun it in.

That’s my observation. Didn’t really post it to debate my observation. Trim tabs aren’t typically adjustable on each side and adjust on both sides of the horizontal stabilizer. That is, there’s only one dial for adjusting your elevator trim.
