Yes, just not here in the US. But they do happen, mostly in states run by tyrants. Nazi Germany staged at least 3 false flag operations to give a claim for haing been attacked prior to invading Poland. One of these was a pair of suitcase bombs at the Tarnow railway station that killed 22 people.
