In the end, because the Western powers needed Germans as the spearpoint forces for their next assault on Communism West Germany wasn’t thoroughly deNazified, disarmed and reduced to an agrarian economy which is what the Soviets wanted. The old men in the Kremlin (most of who had spent time literally on the front lines against Fascism) had to settle for maintaining a political and military stranglehold on East Germany which, thankfully was enough to stop a third World War breaking out.
