The stratosphere isn’t likely to warm, in fact it has cooled off because the CO₂ redirects some of the radiation back to Earth as it passes heat energy to O₂ and N through conduction.

What is happening is the jet stream is being affected by the height increase in the tropopause over the Arctic. The jet stream dips farther south pulling cold air from the Arctic and because of an increased amplitude takes longer for the jet stream to cross the continent.

Sudden stratospheric warming (SSW) is a real occurrence. It’s what happened last winter, for instance.
