I did a quick check for the definition of a “pass through grant” to see if there’s an added administration fee or commission involved. I didn’t see any mention of it but that might be part of the reason. It might be more cost effective or efficient to give the grant directly to the folks doing the mammograms.

It’s not. Cancer screening is all about a stepped approach. First and foremost, you need people being given breast exams and educated about breast cancer. PP is often women’s only medical appointment of the year. It is an absolutely essential part of cancer testing.

Restricting payments just to places with mammograms is not medically defensible. And obviously, it’s a lot cheaper to approach that way, and to only refer those who need it for a mammogram.
