It also talks about a paper to be passed in for review at a LATER TIME

It’s a standard format, and it’s not giving ‘instructions’, they’re suggestions. I’ve seen a million of these. It’s not meant to be a uniform class script in any way. And no one has instructional minutes to waste on too much of this. Classes that are doing something related may put a little more into it.
