It could be, but the owners need to think about long term. Would they rather be sitting on empty property, or places that just need to pull down their chairs when people are allowed back in? Lots of places are going to be hurting. They all need to get together and talk.
The problem is what happens if the owners don’t have liquidity to cover their mortgage and other payments in the meantime? If the banks start foreclosing, the owners are fucked. And I wouldn’t be surprised to see banks evict non-paying tenants post foreclosure.
