While English has one additional meaning of “fine”, German has feine Partikeln and feiner Wein and a couple more. Plus things like der Leiter and die Leiter. So what you wrote stimmt simply nicht. ;)
It has to do with the way Germans approach and learn things: they like a logical, comprehensive approach in which one learns a body of theory and then applies it in practice.
But that falls on its face when teaching language, especially a foreign language that is highly irregular and rich in idiom.
I know, because I make my living teaching English to people who all had at least five years of it in school but still cannot use it at all.
