There is an even more concerning piece of this to me. That boat isn’t just sitting off the coast for purposes of sightseeing the shoreline of our east coast. It is a very very safe bet that it is in communication with someone(s) in an attempt to avoid NSA eavesdropping. Narrow-beam transmissions without knowing the point of origin would be nearly impossible to track.

You’d be surprised. Our Elint capacities are pretty vast. Russian capabilities are still pretty half-vast.
