In previous sessions, when a translator was not available, the meeting president asked that the delegate speak in English if possible. That is how I know the Chinese delegate, who did the move, knows English well - he has often spoken it in earlier sessions.
When a delegate doesn’t use English, they have tended to use French instead. This has been true of a couple of African nations. I suppose since French is the nominal lingua franca of old diplomacy it is ok, as I’m sure several delegates can understand it.
