and declaring the Great Lakes to be a “National Resource” controlled by some Federal agency which would decide how to parcel it out across the continent. It might prove to be the trigger for a resurgence of Federalism, but it’s within the Fed’s power to do this if they choose to.

Canada might have a thing to say about that.
