My thoughts (and this has yet to be verified) were that as long as Musharraff co-operated with supplying NATO forces in Afghanistan and clamping down on the Taliban-allied tribes in the frontier reigon, the West would generally turn a blind eye to any Pakistani activities in Kashmir.
