But then you just have a program stuck on stupid. So you have to put the choice to them: Agree to the commission or the program gets cut summarily. Thus they can either say they tried to save it or fail utterly.

They’ll then proceed to work towards sabotaging the commission, such as getting those supportive of keeping the program “as-is” into the commission’s ranks, getting “independent” reviews of the program that will show commission proposed changes will cost more or won’t truly reduce costs, and ultimately scream that the program simply can’t be delayed to make changes, as we need the F-35 “now.”

And since putting the power to unilaterally kill the program into the commission’s hands would be impossible, you can be sure the final recommendations will come up to a vote, which will go nowhere because nobody will want to be seen as supporting job losses.
