Look at the first section, part B

“For any lawful contact…”

“Lawful contact” is a legal term for “they need a valid reason to pull you over”.

Mind you, i’m not saying i like this bill. I’m not saying a policeman can’t say “uhhh…sir, your tailight is out…can i see your birth certificate”?

But they can’t just ask for ID. They need to first have lawful contact and then they can act on suspicion of immigration.

It’s still not good enough, IMHO…but it’s not just yanking people off the side of the street.

How’s that?
