What you’re missing is that the current government fell apart because the left leaning elements of the coalition government just couldn’t get along with the right-leaning parties, and said they would not form another coalition government with them.

So, the government dissolves, and new elections are held.

Now, if in the new elections the PVV really are the largest selection of seats, that means either (1) the old left-right coalition that just failed has to get back together again (which they claim won’t happen), or (2) the right-leaning parties will need the PVV for a coalition government.
