The manifesto goes into his tax problems going back to the 1980s and the 1986 Tax Act changes, rails on IRS categorization of income, complaints about the lack of health care, high taxes, audits - one of which was apparently quite recently, etc. Definitely has an anti-IRS bent. There’s also a bit of anti-religious sentiment, and attacks Bush:

As government agencies go, the FAA is often justifiably referred to as a tombstone agency, though they are hardly alone. The recent presidential puppet GW Bush and his cronies in their eight years certainly reinforced for all of us that this criticism rings equally true for all of the government. Nothing changes unless there is a body count (unless it is in the interest of the wealthy sows at the government trough). In a government full of hypocrites from top to bottom, life is as cheap as their lies and their self-serving laws.

Seems he also appeared to have issues with the FAA - particularly with grounding of aircraft and rules changes following 9/11 that made it more difficult for him to get access to customers.
