It may have been intended as a step in the right direction, but no further step was taken during the Clinton Administration, as you’d expect nothing changed under President Bush, and President Obama, who could change the rules by Executive Order (as President Truman did to desegregate the armed forces in 1948) or by encouraging legislation, has not done so.

I understand that the President has bigger issues with which to deal, but this one could be handled literally in minutes.
