GOP drags feet for months on bill by claiming that they have “plenty of time” to fix the problem, run down the clock until time expires, makes excuses about why the issue being in the courts means there’s no rush, and now are going to kill the bill on the grounds that there’s too much opposition to pass it.

BUT we can’t let the Dems win back the House because then the government will grind to a halt. Oh, and the Dreaded Pelosi will become Speaker again.

If the government does “grind to a halt” in the next Congress, it’s unlikely to be the doing of Democrats: in Congress, anyway: Minority Leaders Pelosi in the House and Schumer in the Senate have done a fairly good job of keeping their caucuses in line: its hard to imagine either of them letting legislating get too out of hand (though Republican obstructionism, especially in the Senate, is likely to get dialed up to MAX - but a disciplined party bloc can mitigate that somewhat: AND: unlike this election, in 2020, I think a boatload of GOPers are up for reelection).
Myself, I think that in the (otherwise-)happy circumstance of a Dem-controlled 116th Congress, the BIG (can we say YUUUUGE!) problem is going to be coming from another of the Branches. Trump is incompetent to be barely able to govern as it is, with a cooperative Congress: how well [SPOILER: not at all] is he going to deal with a coherent Opposition?
