Arms sales like this take a long time. You might want to check your sources and update your information. If one were to go the same World Tribune site you would find this:

You will however find this:

There is no F-15 stealth fighter-jet. There is an F-15E that is still under development by Boeing which will only have stealthy characteristics. This would be the F-15SE Silent Eagle:

Boeing has completed a conceptual prototype of the CFT internal-carriage concept, and plans to flight-test a prototype by the first quarter of 2010, including a live missile launch.

They are in error there so I suspect the rest of the article is riddled with errors.
