Exactly and precisely. I’m NOT against the government helping those who are qualified to go to college from helping them do so, but why the hell is this in this “Stimulus Package”?

That seems more likely. Although, here’s a question that cannot be answered quickly: Are the Pell grant upper limits for students tracking the rate of inflation for increases each year? Or is that handled separately?

I ask because school tuition rates have gone up more than the rate of inflation, so Pell grants may not have kept up the pace and therefore while a Pell Grant in 2005 may have covered, say, 50% of a tuition cost, today that could instead only be 40%.
