Al Davis is the real head coach and GM of that team, and he has gone off the deep end… When he decides he likes a player (and he decided he wanted Jamarcus Russel) he sticks with them pretty much no matter what and no matter what else anyone says. The Raiders overpay for low talent players like Russel (and others) because of Al Davis. Al Davis loves QBs with huge arms, regardless of whether they can actually play the position of QB (which Russel clearly is unable to do at the NFL level). Jamarcus Russel is a $50m bust. He may have been good at LSU, but he has not been able to transition to the pro game. His throws are actually embarrassing to watch. He has poor decision making and poor accuracy.

So Russel is a even worse version of Rex Grossman and Davis is the Bear’s front office?
