They made a pissing robot and measured the charge recieved. The thing is that the urine stream breaks up immediately, and electricity doesn’t cross gaps well, so unless you’re Mr. Hosepipe Bigpisser, you’re not going to have the volume to create a coherent stream and get the jolt.

However, if you’re a drunk idiot who’s stupid enough to be pissing near an electric fence, the chance of you tripping or swaying and touching it are large.

Once they did that test, they should have assigned the geek intern to try it live, to validate the model.
