Ooop, I’m misremembering. If the person stood really really close to the fence, it’s possible they could get zapped.

It was the third rail that they confirmed couldn’t possibly happen, as the stream isn’t going to remain coherent all the way down.

But if you’re like six inches from the fence, you may get zapped.
