So that, when this whole mess is eventually resolved, United will maintain that they were always the victim of an “unruly” passenger.

At this point, they have no line of retreat except straight ahead…so they will try to portray the passenger as unruly and uncooperative and are probably researching his personal history right now to find some sort of evidence to back this up.
