From what I can access on the IRS website, the $1200 is simply a credit, put on the 2020 tax bill, that then if you receive the $1200 through some means, balances out the credit.
So it is non-taxable. I think people are being confused by an accounting trick.
They could also make it non-taxable by simple calling it gift. This trick is unnecessary and is designed to simply claw the money back, minus lost interest.
