These historical inflation “calculations” were done by the Carter administration themselves and didn’t include energy costs. Inflation in 1978-79 was around 18%, I recall very clearly having a 24% car loan and a 26% credit card.
On a more ominous note inflation figures for January 09 were .8% instead of the .2% that was expected. .8% translates to 9.6% annually, or double that of the Bush administration. Stay tuned.
